PACT (Police And Communities Together) is an initiative designed to help your local police keep your community safe. At monthly meetings, police, local councillors, other elected representatives and the public get together to set priorities for local policing for the coming 30 days. These can run the full range of policing powers, from anti-social behaviour to parking problems.
Unfortunately, Jack Straw seems not to have bothered researching constitutional issues in the slightest nor the recent (by which I mean 1960 onwards) literature on comparative government. had he done so, perhaps he would realise that (a) it would be much better to propose reform of both houses simultaneously as a complete package and (b) that his voting proposals are a clear example of a herestical (and, by this, underhand/dishonest) maneouvre to create a result of the government's choosing (a specific result regarding the composition of the lords) where no majority exists.
not only will this vote cede yet more power to the executive irrespective of whether the lords becomes 100% elected, 100% appointed or a combination of the two, it will also set a precedent for a voting system which could then be used to force the government's position on other matters where no majority in favour of a specific outcomes exists (which would amount to a lot of issues, really).
I'm not one to take potshots at the government with any frequency, but this is an issue which has been sorely overlooked and one which is of a lot of importance.
